Position Summary
The Housing Authority of the City of Rocky Mount (RMHA) is seeking an experienced and results-driven Maintenance Lead Tech for our Weeks Armstrong Community to plan, direct, and coordinate maintenance operations across agency properties. This leadership role ensures timely, cost-effective, and high-quality maintenance services in compliance with U.S. Department of Housing and Urban Development (HUD) standards and Agency policies.
The Maintenance Lead Tech plays a critical role in supporting strong performance under HUD federal assessment programs, including maintaining compliance with Real Estate Assessment Center (REAC), National Standards for the Physical Inspection of Real Estate (NSPIRE) standards, and contributing to high scores under the Public Housing Assessment System (PHAS).
Key Responsibilities:
Leadership & Supervision
- Plan, direct, and supervise daily activities of maintenance personnel.
- Review and approve time sheets and monitor staff productivity.
- Provide hands-on support when workload demands exceed staffing capacity.
Maintenance Operations & Compliance
- Ensure timely vacant unit turnaround and quality make-ready standards.
- Conduct inspections to ensure compliance with HUD and REAC/NSPIRE standards.
- Address unsafe or hazardous conditions immediately.
- Respond to after-hours emergencies and oversee on-call activity.
Inspections & Quality Control
- Conduct regular property walk-through inspections.
- Inspect completed work performed by maintenance staff and contractors.
- Coordinate move-in/move-out inspections with the Facility Manager & Property Manager.
- Identify and resolve deficiencies affecting HUD compliance scores.
Ideal Candidate Will Have
- Proven experience leading and supervising a maintenance team in a residential or public housing setting
- Strong technical knowledge of building systems, including HVAC, plumbing, electrical, and structural components
- Excellent communication and interpersonal skills to work effectively with staff, contractors, residents, and leadership
- Ability to respond to after-hours emergencies and serve as a Critical Service Area employee when required
Education and Experience:
High School diploma or possession of a certificate of equivalence of High School Achievement (GED) with additional vocational training preferred and five (5) years’ experience in maintenance and repair with three (3) years’ experience supervising maintenance personnel equivalent combination of education and experience.
The following Certifications must be obtained within one (1) year of employment or other allowable period of hire as authorized by the Chief Executive Officer or his/her designee:
- Fair Housing
- National Standards for the Physical Inspection of Real Estate (NSPIRE)
- Certified Apartment Maintenance Technician (CAMT)
- HVAC Certification
Interested applicants must have a valid N.C. driver’s license, agree to a Criminal Record Check, and pass a drug screening test. Salary Hiring Range: $50,187.00 – $53,243.39, salary compensation based on background and experience, plus excellent health benefits and retirement.
