The Housing Authority of Frankfort (HAOF) is seeking a Special Programs Coordinator that will be responsible for administering the Section 8 Housing Choice Voucher Program in accordance with HUD, Federal, State, local and Housing Authority of Frankfort regulations and policies. The individual will perform a variety of technical case management duties involving determination for initial and continued eligibility, maintain accurate and efficient case files. The position is also responsible for all aspects of management of the property operated under Creative Housing, Inc. Qualified candidates will have at least two (2) year college degree in Human and/or Social Services, Business Administration or not less than two (2) years of experience in related field. Employee must be capable of working closely with the Executive Director and co-workers. Core competencies of the position include accountability, decision making and interpersonal skills. Must have the ability to show understanding, friendliness, courtesy, tact, empathy, concern and politeness to others; and must relate well to people from varied backgrounds and different situations. Candidates must have a valid KY Driver’s License.

Job Description – Special Programs Coordinator
Position Description: Under the direction of the Executive Director, is responsible for all aspects of management of the program operated under Creative Housing, Inc. and for Section 8 HCV Rental Assistance programs as assigned.
Major Duties and Responsibilities:
- Determines eligibility of program applicants.
- Secures all required documentation adhering to HUD Regulations, and KHC regulations regarding the HOME program.
- Establishes working relationship with Franklin County landlords.
- Is responsible for all rental determination including initial occupancy, interim and annual reexaminations.
- Determines Rent Reasonableness on all units to be occupied.
- Coordinates with City on property inspection requirements, (only if applicable).
- Ensures programs are compliant with HUD and KHC regulations regarding the Section 8 Rental Assistance Programs and Creative Housing programs.
- Handles all related tenant issues.
- Ensures accurate reporting in PIC.
- Assist other staff, if needed, to ensure that all payments to landlords are correct and timely.
- Ensures all units/apartments meet HQS requirements prior to contract completion.
- Administer all aspects of the Authority’s HCV Portability process.
- Inspects all Creative Housing units annually and coordinates with KHC and other entities for their required inspections.
- Prepares required information for KHC and other partners, if applicable.
- Other duties as assigned.
Qualifications:
- Must have a High School Diploma or GED; BA or BS perferred
- Must have basic knowledge of the Section 8 Rental Assistance Program
- Must have a valid KY Driver’s License and qualify for coverage under FHA’s insurance policy.
