Job Summary
The purpose of this position is to perform intermediate skilled technical work inspecting housing units to determine compliance with Housing Quality Standards, policies, and requirements. This is accomplished by identifying required improvements and maintenance, maintaining records and files, and entering data. Responsibilities also include related work as apparent or assigned. All actions must support the HACG’s mission, vision, strategic goals, and objectives.

Essential Functions (examples of duties)
Performs initial, annual, and complaint inspections of housing units for compliance with HUD NSPIRE protocol and Housing Quality standards, local codes, and polices; determines necessary repairs and whether efficient, economical, and timely repairs are being completed; inspects interior, exterior, and ground areas; determines landlord upkeep of the units and tenant housekeeping conditions.
Coordinates inspection with tenants and landlords; discusses needed repairs with property owners; discusses housing quality with tenants.
Inspects properties desiring to qualify for programs such as Section 8, Shelter Plus Care, VASH, and HOPWA; determines necessary repairs and makes note of general condition of the unit.
Performs quality control checks of required repairs to verify completion and ensures compliance with housing quality standards; conducts reinspections as needed.
Enters inspection data into computer system; updates and maintains files with inspection forms and correspondence as prescribed by HUD; prepares required reports.
Informs Housing Specialists of inspection results; consults with supervisors on landlord and tenant problems.
Explains rules and regulations of Shelter Plus Care, VASH, or HOPWA programs to property owner and tenants.
Coordinates Public Housing unit renovations and repairs; to include identifying contractors to make necessary repairs.

Education and Experience (at minimum)
High school diploma or GED and considerable experience in building construction and maintenance work.
OR
Any equivalent combination of education, training, and experience, in which, in the sole determination of the Housing Authority, provides the required knowledge and abilities may be considered.
Required Knowledge, Skills, and Abilities
Knowledge of:
- the proper methods and procedures for inspecting residential properties.
- electrical, plumbing, and carpentry repairs, installation, and maintenance.
- trade terminology.
- the policies, procedures, and activities of the Authority and HUD regarding housing leases/inspections.
- the practices, methods, materials, and tools used for general property and grounds maintenance.
- the occupational and safety precautions of the trade.
- the proper and safe use of equipment, machinery, tools, and chemicals necessary for assignment completion.
Skilled in:
- the operation of trucks and other automotive equipment.
- performing maintenance, installation, and repair operations incidental to regular duties and/or area of assignment.
Ability to:
- follow oral and written instructions.
- perform manual work requiring some physical strength and agility.
- use a variety of equipment and tools for maintenance including hand tools and testing equipment.
- exercise adequate safety precautions against safety hazards.
- establish and maintain effective working relationships with landlords, internal and external customers, and the general public.
- foster respectful dialogue, even amidst disagreement.
Physical Requirements
This work requires the following:
- regular exertion of up to 10 pounds of force and frequent exertion of up to 25 pounds of force
- regularly standing, walking, speaking or hearing, reaching with hands and arms and repetitive motions, frequently requires sitting, using hands to finger, handle or feel, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting.
- close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision.
- vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.
- preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, usage of measuring devices, assembly or fabrication of parts within arm’s length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities.
- regular exposure to outdoor weather conditions and exposure to the risk of electrical shock, frequently requires exposure to wet, humid conditions (non-weather) and exposure to blood borne pathogens and may be required to wear specialized personal protective equipment and occasionally requires working near moving mechanical parts, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to extreme cold (non-weather), exposure to extreme heat (non-weather) and exposure to vibration; work is generally in a moderately noisy location (e.g. business office, light traffic).
Special Requirements
Must consent to and pass motor vehicle records and criminal background checks.
Must have and maintain a current driver’s license and be insurable under the Authority’s vehicle insurance.
Valid North Carolina Driver’s License within one (1) year of hire.
Obtain the following certifications within one (1) year of employment or other allowable period of hire as authorized by the Executive Director or his/her designee:
