The Housing Authority of the City of Rocky Mount (RMHA) is seeking an experienced and results-driven Property Manager to oversee the daily operations in the Weeks Armstrong public housing communities. This position is responsible for occupancy management, regulatory compliance, rent collection, resident relations, inspections, reporting, and staff supervision.

The Property Manager plays a key role in maintaining compliance with U.S. Department of Housing and Urban Development (HUD) regulations and supporting strong performance under the Public Housing Assessment System (PHAS).

Key Responsibilities

  • Ensure compliance with HUD, federal, state, and local regulations.
  • Manage admissions, income verification, annual recertifications, and interim adjustments.
  • Monitor occupancy rates and minimize turnover.
  • Oversee rent collection, delinquency management, and eviction processes.
  • Conduct move-in/move-out and routine inspections (National Standards for the Physical Inspection of Real Estate (NSPIRE) standards).
  • Prepare monthly occupancy and fiscal reports.
  • Supervise and train staff.
  • Address resident concerns and oversee grievance procedures.

Property Oversight & Inspections

  • Conduct move-in/move-out, housekeeping, emergency, and routine inspections.
  • Ensure compliance with NSPIRE and REAC inspection protocols.
  • Monitor work orders and maintain accurate documentation.
  • Conduct monthly walk-through inspections of buildings and grounds to maintain curb appeal and lease compliance.

Leadership & Supervision

  • Supervise and train assigned staff.
  • Foster a positive, productive work environment.
  • Participate in Agency meetings and ongoing professional development.

Ideal Candidate Will Have

  • Demonstrated experience maintaining strong compliance scores and audit readiness.
  • Proven ability to manage rent collections and maintain low delinquency rates.
  • Experience supervising and developing staff in a team-oriented environment.
  • Strong analytical skills with the ability to interpret occupancy and fiscal data.
  • Excellent communication skills with the ability to handle resident concerns professionally.
  • Experience working with courts, social services, and community agencies.
  • A proactive approach to maximizing occupancy and minimizing turnover.

Education and Experience:
Bachelor’s degree in Business, Public Administration, or Social Sciences from an accredited college or university and five (5) years of progressively responsible experience in housing management or in an administrative capacity in property management or low-income housing, or an equivalent combination of education, training, and experience resulting in the ability to fulfill the essential job duties of the position.

The following Certification(s) must be obtained within one (1) year of employment or other allowable period of hire as authorized by the Chief Executive Officer (CEO) or his/her designee:

  • Public Housing Manager
  • Low Income Housing Tax Credit (LIHTC) Occupancy Standards
  • National Standards for the Physical Inspection of Real Estate (NSPIRE)
  • Enterprise Income Verification System (EIV)
  • Fair Housing
  • Supervisory Maintenance
  • Institute of Real Estate Management – Accredited Residential Manager (ARM)

Interested applicants must have a valid N.C. driver’s license, agree to a Criminal Record Check, and pass a drug screening test. Salary Hiring Range: $51,695.00 – $56,489.61, salary compensation based on background and experience, plus excellent health benefits and retirement.
