Nature of Work

This is responsible administrative, supervisory and professional level accounting work involving the creation, maintenance, and review of all financial records for the Sumter Housing Authority.  Activities associated with the position include the preparation and maintenance of individual ledgers for each program, management of accounts payable, accounts receivable and payroll, assisting with rental assistance payments and the preparation of the annual budget and overseeing requisitions for the Public Housing program and Housing Choice Voucher housing program administered by the Housing Authority.  Additional responsibilities include assisting with investments, preparation and submission of documentation for the performance funding system, and preparing and submitting quarterly and annual financial reports.  The incumbent is also responsible for maintaining Capital Fund data and LOCCS payments for contractors, assisting with Board meetings and assisting auditors and the fee accountant as necessary.  Job responsibilities require the application of professional accounting principles and methods for a wide variety of accounting functions and related transactions, excellent organizational, interpersonal, analytical  and decision making skills, dedicated attention to detail, and considerable knowledge of Public Housing and Housing Choice Voucher housing programs regulations and reporting requirements.  Job performance is evaluated by the Executive Director through review of the accuracy, timeliness and thoroughness of financial transactions, knowledge and expertise of Public Housing and Housing Choice Voucher housing programs, interpersonal, organizational, analytical and decision making skills and the ability to consistently meet all established financial deadlines and reporting requirements.  Job duties are also subject to annual independent audits and audits from the Department of Housing and Urban Development.

Necessary Requirements of Work

Graduation from an accredited four-year college or university with a B.A. (B.S.) Degree in Finance, Accounting or closely related field; thorough knowledge of Public Housing and other federally assisted housing programs, excellent organizational, interpersonal and decision making skills, dedicated attention to detail; thorough experience performing advanced level accounting transactions (HUD accounting preferred); some supervisory experience; or any equivalent combination of education and/or experience required to provide the following critical knowledge, abilities and skills.  Must have or be able to obtain a valid South Carolina Driver’s license.
