PUBLIC HOUSING/MULTI-FAMILY/ASSET REPOSITIONING

Public Housing Repositioning and RAD – Strategies to Best Meet Your Mission

The tools to reposition your public housing properties have evolved dramatically over the last five years, warranting another look.  Join HUD staff to learn more about how repositioning can help you physically and financially stabilize your properties, improve your residents’ quality of life, and meet your mission.

This day-and-a-half workshop will help housing authority leaders understand the opportunities available through public housing repositioning, with an emphasis on the Rental Assistance Demonstration.  It will introduce you to the key decisions and choices leading to a potential repositioning action, and the implications of those decisions for the agency, the property, and the residents. We’ll discuss RAD and RAD/Section 18 Blends, and how to choose between these options and non-RAD Section 18 actions.  We’ll explore property revenue and financing options, from public funds to commercial debt and low-income housing tax credits.  We’ll also workshop some scenarios and strategies, based on participants’ portfolios and goals.  Whether you’ve got a small or large portfolio, traditional public housing or mixed-finance developments, this workshop is designed to introduce you to the many repositioning options HUD has created and to focus on what you want to know.  The workshop will get you started, enhance your knowledge, and help you navigate your choices to best serve the needs of your community.

MAINTENANCE

Identifying and Addressing Moisture and HVAC Issues

The Energize Carolina’s Training Center proposes to provide specialized training focused on identifying, evaluating, and addressing common moisture, ventilation, and HVAC issues found in HUD-assisted, affordable, and rehabilitated housing.

Moisture, mold, poor ventilation, and improperly functioning heating and cooling systems can significantly affect the condition of a home, energy efficiency, indoor air quality, and the health and safety of residents. HUD’s Healthy Homes initiatives recognize moisture, mold, and poor indoor air quality as important housing-related hazards that should be addressed through comprehensive assessment, education, and appropriate interventions.

This training will provide housing professionals, inspectors, rehabilitation staff, property managers, contractors, and other housing-related personnel with practical knowledge to better recognize these issues and understand appropriate next steps.

Training Goals
The proposed training will help participants:

  • Identify common sources of moisture intrusion in residential buildings.
  • Recognize signs of excessive moisture, condensation, water damage, and potential mold growth.
  • Understand the relationship between moisture, ventilation, HVAC performance, and indoor air quality.
  • Identify common HVAC deficiencies that may affect occupant comfort, health, and energy efficiency.
  • Understand the importance of proper ventilation and moisture management.
  • Learn how to distinguish between issues that can be addressed through routine repairs and those requiring evaluation by a qualified professional.
  • Improve communication and coordination between inspectors, rehabilitation specialists, contractors, HVAC professionals, and property owners.
  • Incorporate healthy housing principles into rehabilitation and housing improvement activities. HUD resources emphasize comprehensive assessment of housing conditions, including building systems such as HVAC, as well as moisture and other health and safety concerns.
