Summary
The Beaufort, South Carolina Housing Authority (BHA) is excited to welcome applications for a full-time Deputy Executive Director to assist the Executive Director in leading the organization, managing day-to-day operational program and services, ensuring compliance with federal and state housing regulations, and furthering the BHA’s mission of delivering federally subsidized housing and housing assistance to low-income families across Beaufort County, South Carolina. 

BHA is a public entity formed in 1968 and governed by a seven-person Board of Commissioners, subject to the requirements of Title 24 of the Code of Federal Regulations. With a dedicated team of approximately 20 employees, BHA operates as a separate entity from the City of Beaufort and Beaufort County and is focused on serving the Beaufort community through high-quality housing programs and services.

BHA currently owns and/or manages:

  • 7 developments totaling 293 units of HUD Public Housing
  • 642 Housing Choice Vouchers, including 28 Veterans Affairs Supportive Housing Vouchers (VASH)
  • A non-profit affiliate, Lowcountry Housing and Redevelopment Corporation, consisting of 30 units of affordable housing
  • 13 single-family Neighborhood Stabilization Program homes

Position Information

Job Title: Deputy Executive Director

Salary Range: $90,000 to $110,000 (subject to upward adjustment depending on education and experience).

Terms of Employment: Regular, Full-Time. This is an exempt, professional position under the Fair Labor Standards Act (FLSA). While standard business hours of the housing authority are Monday through Friday, 8:30 am – 5:00 pm, the nature of this executive role requires a flexible schedule. The Deputy Executive Director is required to work beyond standard hours, including mandatory attendance at evening commission meetings, weekend events, and emergency response sessions as circumstances dictate.

Necessary Requirements of Work

Graduation from an accredited four-year college or university with a Bachelor’s Degree in Business Administration, Public Administration, Financial Management, Social Work or closely related field supplemented with additional coursework and/or experience in business and/or public administration, extensive knowledge and experience in financial management and program administration (preferably in Federally assisted housing programs), thorough supervisory experience, considerable experience writing and administering grant funded initiatives, excellent organizational, interpersonal and decision making skills, dedicated attention to detail, or any equivalent combination of education or experience to provide critical knowledge, abilities and skills.

Special Requirements

Possession of a valid South Carolina Driver’s License and the ability to be insured at standard vehicle liability rates. Must have a Public Housing Manager (PHM) certification or obtain the certification within twelve months of employment.


Nature of Work

The Deputy Executive Director position is a highly responsible, executive-level operational, administrative, and supervisory role responsible for managing, directing, and coordinating the day-to-day housing operations of the Beaufort Housing Authority (BHA). Reporting directly to the Executive Director (ED), the Deputy Executive Director serves as second-in-command, assisting the ED in executing operational procedures, program strategies, and organizational policies.

Key aspects of the role include directing daily departmental operations, resolving operational and personnel matters, ensuring compliance with federal, state, and local regulations, and conducting program quality control audits. The Deputy Executive Director actively supports the ED in budget management, payables/receivables monitoring, capital fund initiatives, electronic HUD reporting (PIC/EIV/50058), and contract administration. In the absence of the Executive Director, the Deputy Executive Director represents BHA with regulatory bodies, local officials, media, property owners, and community partners.

The Deputy Executive Director directly supervises administrative, property management, maintenance, and program staff to achieve and maintain HUD PHAS and SEMAP “High Performing” status. Performance is evaluated by the Executive Director based on operational efficiency, regulatory compliance, staff leadership, and alignment with agency goals and budgets. All work is subject to review by the Executive Director, independent audits, and HUD inspections.

Under the direction of the Executive Director, the successful applicant must carry out the following essential duties and operational responsibilities:

  • Executive Leadership & Strategic Planning: Assists the ED in operational leadership, policy implementation, and administrative oversight; assists in the development and implementation of BHA’s Five-Year Plan and ensures the timely submission of relevant documents and reports to HUD; assists in BHA’s repositioning and redevelopment efforts regarding its public housing stock; prepares monthly operational activity reports and summaries for the ED; Assists the ED in timely preparation and submission of all required reports to HUD (MASS, FASS, etc.) in accordance with established reporting guidelines, deadlines and procedures
  • Community Engagement: Attends relevant BHA Board meetings, public meetings, hearings and conferences and handles other public functions as required. Represents BHA with community stakeholders in the ED’s absence
  • Public Housing Operations (293 Units / 7 Sites): Coordinates with leadership staff to oversee the daily property management, occupancy, and maintenance functions; supervises program directors and staff overseeing public housing developments; conducts monthly quality control file audits; oversees timely electronic data submissions (PIC/EIV/50058); monitors vacancy turnaround, rent collections, and TARs.
  • Housing Choice Voucher & Special Programs (642 Vouchers & 13 NSP Homes): Manages voucher utilization and 13 NSP homes; supervises directors administering the voucher programs; conducts monthly quality control audits (file calculations and HQS/NSPIRE inspections); enforces SEMAP indicator compliance to maintain high-performer status; updates standard operating procedures as HUD regulations evolve.
  • Affiliate Operations (LHRC – 30 Units): Coordinates the oversight, leasing, property management, and regulatory compliance for the 30-unit Lowcountry Housing and Redevelopment Corporation housing portfolio.
  • Financial Management & Procurement: Assists the ED with annual operating budget preparation, financial oversight, payables/receivables monitoring, and cash controls; assists with managing agency procurement, contract administration, and large purchasing matters for BHA; inspects capital improvement, rehabilitation, and modernization projects to ensure contract compliance.
  • Personnel & Departmental Supervision: Supervises department directors administering public housing programs, voucher programs, maintenance, administrative, and finance support programs; conducts performance evaluations; resolves personnel matters at the Deputy level or submits recommendations for major actions to the ED.
  • Related Duties: Performs related executive and administrative tasks as assigned by the Executive Director.
  • Perform related duties as required.

Physical Requirements

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
  • Must be able to travel to and between BHA housing developments, including walking on uneven terrain and climbing stairs during site inspections.
  • Ability to communicate effectively in person, by telephone, and in writing.
  • Must possess visual acuity to review documents, reports, and electronic data.
