RESPONSIBILITIES

Under the supervision of the Senior Vice President of Housing, the Housing Operations Director is responsible for daily leadership and guidance for property management staff including establishing team goals; monitoring team and individual performance; conducting performance reviews; assessing staffing needs; and recruiting, hiring, and terminating staff as necessary. Housing programs include low income public housing, project based rental assistance, tax credit developments or private market developments. The incumbent is responsible for monitoring financial management, physical conditions, regulatory compliance, residenVoccupancy issues, and community/resident relations.

MINIMUM REQUIREMENTS

Bachelor’s Degree in business administration, public administration, social science, or related field and a minimum of five (5) years of senior-level management experience in residential property management with a minimum of three (3) years of supervisory experience. Master’s Degree preferred. An equivalent combination of education and experience may be considered.

Must possess a valid driver’s license and the ability to be insurable under the Authority’s automobile insurance plan at the standard rate.

Must possess, or obtain within 12 months of hire, Project Based Rental Assistance and Low Income Housing Tax Credit Certifications, Certified Occupancy Specialist and LIHTC certification or equivalents.

EXAMINATION

The examination will consist of online application review, structured interview, and background/reference checks.

SUMMARY

The programs include low income public housing, project based rental assistance, tax credit developments or private market developments. The incumbent is responsible for monitoring financial management, physical conditions, regulatory compliance, resident/occupancy issues, and community/resident relations.
All activities must support Knoxville’s Community Development Corporation’s (“KCDC” or “Authority”) mission, strategic goals, and objectives.

SUPERVISORY RESPONSIBILITIES

The Housing Operations Director supervises 10-12 Senior Asset Managers (SAMs).
